DES MOINES, Iowa (CBS2/FOX28) — Proposed legislation that could eliminate Iowa's long standing "bottle bill" is advancing though the legislature.
HSB 163 advanced through a House subcommittee. Under Iowa's current law, consumers pay a five-cent deposit on canned and bottle beverages that can be refunded when brought back to a redemption center.
Under the new proposal, that deposit would be eliminated. Instead, distributors would be charged one cent per beverage container until $60 million is raised to help establish recycling and litter control programs. Grants and low-interest loans would be given to residential recycling programs for start-up or transition costs.
The bill will be debated in full committee on Wednesday. Policy bills must pass full committee by Friday to be considered in this legislative session.
