State Suggests HIV Tests for 13 Year Olds

New York, NY (CBS 2/FOX 28) - Parents on the East Coast are outraged after a recent school report.
The New York State Health Department says students as young as 13 should be getting tested for HIV.
They say 60% of high school students have had sex by their senior year and more than a quarter of students by 9th grade.
That's why the department released a new "Youth Sexual Health Plan."
They say that this will promote safer sexual habits and make Sex Education across the state the same.
Parents say the plan goes too far.
The plan also suggests starting sexual education in elementary school.
It hasn't been approved yet but districts are now talking about the idea.
