Iowa Education Report

DES MOINES (CBS 2/FOX 28) --
   A report looking at Iowa's education system says the state is slacking.
   According to the organization Student First, Iowa is one of seven states nationally to receive an "F" ranking.
   The state is rated 46th for school rules and regulations.
   Student First says Iowa did poorly in its top three categories: including promoting teacher effectiveness, empowering parents, and fund spending.
   There is good news, though.
   The group says Iowa took a step in the right direction last year by proposing a new evaluation system that links teacher performance and student achievement.
