Recommended Kidnapping Sentence Changes

   The Iowa Public Safety Advisory Board is now recommending the state change the definition of Second Degree Kidnapping.
   The crime would include any time a child is kidnapped by someone other than a parent.
   One reason for the recommendation is last year's abduction and murder of teen Kathylnn Shepard by convicted kidnapper Michael Klunder.
   Klunder was convicted of 3rd degree kidnapping in a previous abduction and was released from prison.   With the changes, he would have been convicted of 2nd degree kidnapping and sentenced to 25 years behind bars per charge instead of 10.
   The board says the changes are meant to protect the state's kids.
