All of eastern Iowa is under a SEVERE THUNDERSTORM WATCH until 4:00 a.m. Monday. Central Iowa (including Grundy, Hardin, and Marshall Counties) is under a TORNADO WATCH until 2:00 a.m. These storms will be capable of producing damaging winds, large hail, and heavy rain.

Resentencing for Iowa Teen Convicted in Cousin's Death

CHARLES CITY, Iowa (CBS2/FOX28) -- A new sentencing hearing has been ordered for a Charles City teenager convicted of killing his 3-year-old cousin.
  
The Court of Appeals issued the ruling Thursday for Edgar Concepcion Jr. His convictions, including for first-degree murder, were upheld, but his life sentences were overturned and sent to district court for resentencing.
  
Concepcion was found guilty in 2010 of first-degree murder and other charges in the 2009 death of 3-year-old Krystel Banes. He was 14 at the time.
  
Concepcion was sentenced to two life sentences. A recent U.S. Supreme Court ruling says sentences without the possibility of parole for juveniles are unconstitutional. An Iowa Supreme Court ruling also determined a 60-year mandatory minimum issued by Gov. Terry Branstad was still cruel and unusual punishment.
