AUDIT: Human Rights Division Overbilling

DES MOINES, Iowa (AP) -- A state audit has discovered that a division within the Iowa Department of Human Rights overbilled the Iowa Department of Public Safety more than $25,000 for a project to update a criminal history record database maintained by DPS.
   The audit released Tuesday found poor record keeping and billing not supported by time sheets.
   The Division of Criminal and Juvenile Justice Planning, a state office within the Department of Human Rights admitted the errors and has promised to repay the DPS.
   The audit shows the DPS entered a contract with the juvenile justice planning division to pay up to $40,000 to update the criminal records between October 2011 and September 2012.
   The bill came to $40,000 but auditors say the bill should have been $14,900, an overpayment of more than $25,000.
