Academy Leader Accused in the Past
An Iowa police academy leader disciplined for sexually inappropriate remarks left his previous job after being accused of touching and bullying a female subordinate.
Records obtained by The Associated Press show Michael Quinn resigned as Webster City's assistant city manager in 1999. An employee complained that Quinn touched her and routinely made her feel inferior.
A city memo says she claimed Quinn entered her office, grabbed her shoulders and "swiped" his hand across her buttocks. The memo says he told her, "this is what I got into trouble for before. Do you think it's that bad?"
Quinn didn't disclose the allegations to the Iowa Law Enforcement Academy, where he's now assistant director.
He was barred earlier this year from teaching Violence Against Women classes after repeatedly making inappropriate workplace comments.
