Pet-friendly Trails and Parks in Dubuque

DUBUQUE, Iowa (AP) -- The Dubuque City Council won't budge on its general policy against pets in city parks but it has voted to allow leashed pets on four city trails and some other recreation areas, including the city marina and two parks.
  
The council voted unanimously for the changes on Monday.
  
Council member Joyce Connors called the decision a "good middle ground" between people who want all city parks opened to pets and those against the idea.
  
The council voted 5-2 in April against lifting its 44-year-old ordinance barring pets from parks.
